sir,
I am directed by Secretary Sir Edward Grev to
transmit to you herewith copy of a memorandum from the United States Embassy, respecting German firms, which are Agents for American business houses, doing business in
Hong Kong.
Subject to the concurrence of the Secretary of State for the Colònies, Sir Edward Grey proposes to reply that
the remedy would appear to be, that American firms should
appoint British firms as their agents, and that no other
relief can be suggested in regard to the question raised
by Mr. Pare.
